What Is Energy Saver North Carolina

HEAR Program — Up to $14,000 for Heat Pumps and Electrification

The Home Electrification and Appliance Rebates (HEAR) program offers: Heat pump for space heating and cooling (ENERGY STAR): up to $8,000. Heat pump water heater (ENERGY STAR): up to $1,750. Electrical panel upgrade: up to $4,000. Electrical wiring: up to $2,500. Insulation, air sealing, ventilation: up to $1,600. Total HEAR maximum: $14,000 per household. This is the most relevant program for homeowners considering a new heat pump or switching from gas to electric.

HOMES Program — Up to $16,000 for Whole-Home Efficiency

The Homeowners Managing Efficiency Savings (HOMES) program covers bundled upgrades that achieve at least 20% energy savings. This can include air sealing, insulation, and HVAC replacement as a package. Maximum rebate: $16,000 per household. A free home energy assessment is required to identify qualifying upgrades.

Income Eligibility

Rebate amounts depend on your household income relative to your Area Median Income (AMI): Below 80% AMI: highest rebate levels (up to 100% of project cost). 80%–150% AMI: partial rebates (up to 50% of project cost). Above 150% AMI: not eligible for this program (but you may still qualify for Duke Energy rebates and federal tax credits). Enrollment in LIEAP or Medicaid may qualify you for higher rebates without additional income verification.
