Energy Saver NC: Direct Rebates, Live Now

Energy Saver NC is North Carolina's implementation of the federal Home Energy Rebates, administered by the NC Department of Environmental Quality / State Energy Office. As of February 2026 it is live statewide in all 100 counties and accepting applications now. Unlike a tax credit, these are direct payments or point-of-sale discounts — making them accessible to homeowners who don't owe much in federal taxes. (Note: the federal 25C tax credit expired for systems placed in service after Dec 31, 2025, so Energy Saver NC is now the primary way WNC homeowners save.)

HOMES Whole-Home Rebate Program

The HOMES program rewards whole-home efficiency improvements that cut measured energy use — combining HVAC upgrades with insulation, air sealing, and other measures. Income-eligible households can receive up to $16,000 for qualifying whole-home projects. The savings are verified through modeling or pre/post measurement, so the deeper the efficiency gain, the larger the rebate.

HEAR: Home Electrification and Appliance Rebates

The Home Electrification and Appliance Rebates (HEAR) program provides rebates for electrification measures, with the headline benefit being up to $8,000 toward a qualifying ENERGY STAR electric heat pump. HEAR is income-qualified: households at or below 80% of Area Median Income (AMI) can have the full project cost covered up to the cap, and households between 80% and 150% AMI can have 50% of project cost covered. For qualifying WNC families, HEAR can cover most or all of a heat pump installation cost.

How to Access It in North Carolina

Apply through the NC State Energy Office at energysavernc.org, where you'll confirm income eligibility and choose a participating contractor. Energy Saver NC is accepting applications statewide right now. Many WNC utilities (e.g. Duke Energy) also offer rebates on qualifying high-efficiency systems and smart thermostats that you can stack on top.
